This measure would memorialize the President and the Congress to support the efforts of Congressman Lantos to reallocate $52,000,000 in federal emergency highway repair funds and any other funds available for construction of a tunnel on State Highway Route 1 behind Devil's Slide through San Pedro Mountain in northern San Mateo County.

BILL TEXT
THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:
WHEREAS, State Highway Route 1 behind Devil's Slide, located in northern San Mateo County, has experienced continued disruption due to storms and other natural catastrophes; and
WHEREAS, Due to the difficulty of repairing the roadway, this portion of State Highway Route 1 can be closed for weeks and months at a time when it has been washed out, resulting in economic hardship for the people who live and work in this area of the Pacific Coast; and
WHEREAS, State Highway Route 1 is one of only two routes that connect the communities of Half Moon Bay, Montara, Moss Beach, and Pacifica with the other cities and communities of San Mateo County, including Redwood City, the county seat and
WHEREAS, in 1983, United States Congressman Tom Lantos of San Mateo County was successful in allocating fifty-two million dollars ($52,000,000) in the federal budget for appropriation to repair this portion of State Highway Route 1; and
WHEREAS, That fifty-two million dollars ($52,000,000) has never been spent; and
WHEREAS, In November of 1996, the people of San Mateo County approved Measure T by nearly a 3 to 1 majority, to mandate that a tunnel through San Pedro Mountain be the preferred way of repairing this portion of State Highway Route 1 for the long term; and
WHEREAS, This year Congressman Lantos is attempting to reallocate federal funds to assist in paying for the construction of improvements on State Highway Route 1, including the tunnel through San Pedro Mountain; and
WHEREAS. There are additional federal emergency funds available to assist in the realignment of this portion of State Highway Route 1 and the construction of the tunnel through San Pedro Mountain; now therefore, be it
Resolved, by the Assembly and the Senate of the State of California, jointly, That the Legislature of the State of California urges the President and Congress of the United States to support the efforts of Congressman Lantos to reallocate fifty-two million dollars ($52,000,000) in federal emergency highway repair funds and any other funds available for construction of a tunnel on State Highway Route 1 behind Devil's Slide through San Pedro Mountain in northern San Mateo County; and be it further
Resolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the President and Vice President of the United States, to the Speaker of the House of Representatives, and to each Senator and Representative from California in the Congress of the United States.
