The Story Behind The Study ...
Caltrans, at the request of the Federal Highway Administration (FHWA), authorized the first in-depth study of a tunnel alternative for permanently replacing the unstable section of Highway 1 known as Devil's Slide. The study began on May 1, 1996, and is being conducted by Woodward-Clyde, a world leader in tunnel design and construction.

Funded by $2.6 million tax dollars, the study is being jointly administered by Caltrans and the Federal Highway Administration. Not only will the study determine the feasibility of building a tunnel, the study should result in engineering plans and drawings.

The study is now complete, and this letter to the San Mateo County Board of Supervisors details results, issues, and what happens next.
